It appears to me very much of a face-saving
device, and if advice on birth control is to
be given at the Centre, then I do not see why
it should not be advertised. The activities
of the League generally raise larger questions
which are to some extent a matter of personal
sympathy, and if I may venture to say so, my
own opinion is in agreement with Sir G.
Northcote, that the League's efforts can do
little but good in the present conditions.
The issue of an advertisement by the
League from the Centre appears to me to differ
essentially from the use of the Secretariat
Office as an address for receiving communications
on behalf of the League, and I suggest that we
should reply accordingly and say that we see
no objection to the issue of the entire
advertisement.

Even if the Hong Kong Government has some control over the premises of the Violet Peel Health Centre, I do not think that the use of the premises by the Hong Kong Eugenics league would be contrary to the principles laid down by the Secretary of State in the despatch to the Straits cited above. But it would obviously be easier to ignore protests
